English Councils Intend to Dispose of Community Hubs and Leisure Facilities to Balance Books

According to a new survey of local authorities, UK councils are planning to offload community centers, athletic facilities, and shopping arcades as they rely on a fire sale of assets to stabilize finances.

Growing Financial Challenges Prompt Asset Sales

A coalition of councils representing major urban areas in the UK stated that 60% of councils are intending to sell assets to meet the escalating costs of adult and children’s social care.

Councils have in the past faced criticism for selling public land and land to support their budgets, but they argue they must proceed to generate essential revenue from property disposals or face insolvency.

The group said that a high proportion of councils attempting to generate funds from a fire sale of assets represented “a distinct shift from 2024, when the largest share (six in ten) of municipal officials said they would prioritise restructuring services and using financial reserves to weather increasing financial challenges.”

Detailed Examples of Proposed Disposals

Medway Council in Kent said its property management strategy featured the disposal of a shopping centre in Rainham and a social club in another town to generate 20 million pounds over the next half-decade.

  • A local golf course and commercial properties held in two English counties, which all generate rent for the authority, will also be sold under the strategy.

Council Tax Rises and Broader Fiscal Pressures

This research of local authorities in the key cities group, which covers several urban centers, further found that more than 70% of authorities will have to raise council taxes next spring to cover the growing cost of essential services, higher levels of homelessness, and a longstanding accommodation deficit.

Medway council explained it will proceed with property disposals after steep rises in the cost of youth support, special educational needs and disability (Send) provision, elderly and disability services, and temporary accommodation.

“We are taking innovative approaches but some of these take time to deliver both better provisions and cost efficiency,” stated Vince Maple.

He continued: “We face population challenges which will persist to add to the strains we have. As a local government body, we had a drastic reduction in our revenue support grant from over the past decade, which is extremely difficult.”

Countrywide Trends and Forecasts

Research of county councils this week further found council budgets being stretched by the growing number of young people and older individuals needing special educational assistance.

The County Councils Network said that council deficits will reach 4.4 billion pounds a year by 2029, as they struggle to cope with rising needs.

Ministers have put off planned reforms to the Send system until next year after a policy document outlining those reforms was recently delayed.

Disadvantage and Funding Gaps

Based on the most recent indices of deprivation (the Index of Multiple Deprivation) for English councils, several key cities members were included in the most deprived in the country.

  • “Member cities like several major towns place in the most deprived 30 nationally under the latest IMD measures,” noted the report.

“Although only one key city is among the ten most deprived for disadvantaged communities nationally, cities are far more likely to be in the worst-off 20% of the nation. The data underscores the extent of challenges confronting municipal officials across major urban centers in the coming year,” the report concluded.

“Council officials have been clear about the necessity for a fair and sustainable funding system that accounts for and responds to the actual extent of disadvantage and need,” said a council leader.

“Lacking this, local authorities will continue to face difficult decisions around which vital provisions to fund, and which to cut, to the detriment of their residents.”

One in five of local authorities have reduced or weakened care services in the past 12 months, the study revealed.
